Early learning programs include any group providing educational experiences for children during the years preceding kindergarten (e.g., Head Start, child care preschool, early childhood special education, or a school district prekindergarten program). Places where instruction is an integral part of the program are included (e.g., a preschool license through child care), but private homes that primarily provide custodial care are not included in these data.
